## 1. What Is Frozen

The commit above is the canonical **NousPolis Architecture v0.1 / N0 specification baseline** used to begin N1 implementation work.

It includes the architecture after:

- the initial architecture build;
- the first architectural adversarial review and remediation;
- the second architectural adversarial review;
- final remediation of classification/definitional power, independence, enforcement, evidence-methodology correlation, forecast scoring, research ethics, review authority, and N1 gating.

## 2. Reviews

The frozen architecture incorporates the disposition of:

- `reviews/ARCHITECTURAL_ADVERSARIAL_REVIEW_2026-08-09.md`;
- `reviews/ARCHITECTURAL_ADVERSARIAL_REVIEW_2_2026-08-09.md`;
- `reviews/ARCHITECTURAL_ADVERSARIAL_REVIEW_2_DISPOSITION_2026-08-09.md`.

These reviews are adversarial inputs and disposition records; they are not proof of external institutional safety or legitimacy.

## 3. Frozen Architectural Commitments

The baseline establishes, among other controls:

- orchestrator as coordinator rather than substantive sovereign;
- separation of substantive, procedural, and definitional/classification power;
- governed Level 0–5 impact classification and materiality;
- one authoritative A–D governing-change taxonomy;
- 98 system invariants;
- twelve authority domains including Classification and Review Authority;
- explicit independence/separation levels;
- evidence state machine and source/data/method/institution lineage;
- reproducible Level-3+ panel construction;
- precommitted decision aggregation;
- Maximum-Scrutiny Procedure for catastrophic-risk cases;
- multidimensional/deep uncertainty handling;
- immutable-at-issuance forecasts;
- research-ethics boundary for human-subject experimentation;
- runtime content-origin/taint requirement;
- external integrity witness requirement for N1 governing releases;
- protected exploration capacity;
- bounded dependency propagation and review queue governance;
- loop stabilization/anti-oscillation controls;
- hard N0 -> N1 Enforcement Gate.

## 4. What the Freeze Does Not Claim

The freeze does **not** mean:

- the architecture is perfect or final;
- the controls are already executable;
- NousPolis is N1;
- the project is externally independent;
- founder governance is democratic legitimacy;
- AI recommendations have public authority;
- the architecture may never be amended.

N0 explicitly permits design rules that are not yet executable. N1 does not.

## 5. Change Rule After Freeze

Future architecture changes are allowed, but they must:

1. classify the change under the authoritative taxonomy in `GOVERNING_PRECEDENCE.md`;
2. preserve this frozen baseline and archive branch;
3. document the reason and affected institutional powers;
4. undergo the required engineering/meta/review process;
5. receive human bootstrap/constitutional authorization where required;
6. increment/version the architecture rather than silently redefining v0.1.

The archive branch must not be advanced to track later changes. It exists as a historical pointer to the frozen baseline.

## 6. N1 Transition Objective

The first executable project after this freeze is singular:

> **Implement and verify the minimum enforcement substrate required by `ENFORCEMENT_SUBSTRATE.md` so that the N0 -> N1 maturity gate can be evaluated honestly.**

Until that gate passes, the repository remains N0 regardless of how capable individual agents or models become.
