# NousPolis N1 Gate — Public Evidence Snapshot

**Snapshot date:** 2026-08-13
**Source branch:** `n1/enforcement-substrate`
**Source commit:** `f2097c233172bf14c37e6419a939a62dc0a88603`
**GitHub Actions run:** `31667520335`
**Declared maturity:** N0
**Underlying CI report:** FAIL
**Transition effect:** `NONE_AUTOMATIC`

## Public summary

Nine of the eleven grouped A–K enforcement requirements pass in the latest inspected CI run. Two remain blocking. NousPolis therefore remains N0.

The website uses **PENDING** for a grouped requirement that does not currently pass. This is a presentation label, not a replacement for the source report's PASS/FAIL semantics.

| Gate | Requirement | Public status | Evidence summary |
|---|---|---|---|
| A | Constitutional manifest | PASS | Candidate manifest resolves with maturity N0 and 14 artifacts. |
| B | Canonical typed objects | PASS | 18 of 18 expected canonical object types resolve in the closed-world schema. |
| C | State-machine enforcement | PASS | Constructor forgery, illegal jumps, protected mutation and ordered-path behavior are tested. |
| D | Classification enforcement | PASS | L5 floor, conservative default and constructor guard pass. |
| E | Capability and security boundary | PASS | Provenance, taint propagation, protected actions, signed grants, signature validation and expiry pass. |
| F | Evidence-state enforcement | PASS | State adjacency, constructor guard and high-impact lineage pass. |
| G | Forecast immutability | PASS | Ledger fingerprints detect in-place mutation of forecasts and aggregation rules. |
| H | Invariant registry and tests | PASS | 98 invariants mapped: 31 machine-enforced, 6 maturity-denied, 61 external-review-required; no missing probe bindings. |
| I | Release and integrity baseline | PENDING | Local release hash and recoverable baseline pass, but the current run reports the complete externally witnessed commitment bundle absent. |
| J | Review Authority | PENDING | The current run reports the approved principal-separated review artifact absent. |
| K | Observability and failure behavior | PASS | Enforcement files, protected-import audit, hash-chain tamper detection and loop bounds pass. |

## Important interpretation

The source enforcement report is deliberately fail-closed. Because I and J do not pass, the report's overall result is **FAIL**. That is not a claim that the project has regressed; it means the N1 entry condition has not been satisfied.

Even if every check passes in a future run, the report itself specifies no automatic maturity transition. A separate bootstrap maturity-transition disposition is still required.

## Current residual risks recorded by the report

- founder still controls repository credentials at N0/N1;
- provider/platform behavior remains an external trust assumption for the capability/security boundary;
- integrity cannot be self-attested when the required external witness is absent.

This snapshot is a public reconstruction of the inspected CI evidence and should be updated whenever the authoritative N1 gate result changes.
